The ‘National Innovation and Start-up Policy 2019 for students and faculty in HEIs was launched by Former Minister of Education, Shri Ramesh Pokhriyal ‘Nishank’ on 11th September 2019 at AICTE, New Delhi. This policy intends to guide HEIs for promoting students’ driven innovations & start-ups and to engage the students and faculty in innovation and start up activities in campus. The policy aims at enabling HEIs to build, streamline and strengthen the innovation and entrepreneurial ecosystem in campus and will be instrumental in leveraging the potential of student’s creative problem solving and entrepreneurial mind-set, and promoting a strong intra and interinstitutional partnerships with ecosystem enablers and different stakeholders at regional, national and international level. The policy is being implemented by MoE’s Innovation Cell and in coordination AICTE, UGC, state/ UT governments and universities. Implementation of policy has been undertaken for quick adoption by HEIs. The present policy is a way forward to the earlier version of AICTE’s Start-up Policy which was launched in the year 2016 to complement the Startup Action Plan under the Startup India and Stand-up India Program launched by Hon’ble Prime Minster of India.

VISION

 To Facilitate resources and to actively build Entrepreneurs with innovative ideas concerning the societal well being of the national and global community through the exchange of ideas which vitalize our education system.

MISSION

To empower the pre-incubates, start-ups and first-generation entrepreneurs by collaborating with congruent organizations for knowledge exchange through mentoring, to promote innovations and create environment where innovations can succeed.

Short Term Objective
1. Reinforce Institute Industry Interaction cell to provide an ecosystem of quality infrastructure for developing innovative ideas.
2. Encourage Faculty and Students for Entrepreneurship and startup activities.
3. To Establish and leverage networks of mentors, investors and facilitators.
4. Promote Innovative ideas by organizing Seminars, workshops and leadership talks for students and faculties.
5. Support young entrepreneurs with innovative ideas and creative design thinking.
6. To analyze and reward the success and failure stories of Alumni Entrepreneurs.
Long Term Objective
1. Over a period of years, transfer from resource facilitator to resource provider for promoting and fostering research.
2. Collaborate with DST, CII, MSME for shifting to world class facilities for the Activities.
3. Produce income through projects, consultancy works and Start-ups.
4. Bring awareness to students and faculties regarding Intellectual Property Right.
5. Establish partnership with recognized Entrepreneurship Development Cells.

NATIONAL INNOVATION AND STARTUP POLICY
1Stratergies and Governance
  • Entrepreneurship promotion and development
  • To facilitate development of an entrepreneurial ecosystem in the organization

  • To promote and highlight Innovation & Entrepreneurial agendas.
2Startups Enabling Institutional Infrastructure
  • Creation of pre-incubation and incubation facilities for nurturing innovations and startups
  • Mentoring and other relevant services through Pre-incubation/Incubation units.
  • To facilitate Pre-Incubation/Incubation facility 24×7 to students, staff and faculty of all disciplines and departments
3Nurturing Innovations and Start ups

  • Encourage Faculty and staff should to do courses on innovation, entrepreneurship management and venture development
  • Organize guest lecturers or alumni talk for strategic advice and bringing in skills which are not available internally
6Creating Innovation Pipeline and Pathways for Entrepreneurs at Institute Level
  • To ensure exposure of maximum students to innovation and pre incubation activities at their early stage and to support the pathway from ideation to innovation to market
  • Link startups and companies with wider entrepreneurial ecosystem.
  • Establish Institution’s Innovation Councils (IICs) as per the guidelines of MHRD’s Innovation Cell and allocate appropriate budget for its activities

8Pedagogy and Learning Interventions for Entrepreneurship Development
  • Student clubs/ bodies/ departments must be created for organizing competitions, bootcamps, workshops, awards, etc.
